Developing Effective Municipal Stormwater Incentive Programs

MS4 operators in the Northeast Ohio Regional Sewer District (NEORSD) service area have the opportunity to apply for community cost share dollars to address local storm water concerns.  Communities with storm water utilities outside the NEORSD service area must also decide how best to spend the money collected.  This workshop will provide guidance on building an effective municipal stormwater incentive programs to leverage those dollars within your community, use nonprofits and engage contractors. Participants will learn about successes and challenges from other areas of the country and apply these lessons to develop a tailored stormwater incentive program for their municipality.

This workshop will feature Pete Hill, principal of Great Lakes Watershed Opportunities, a consulting firm based in Milwaukee, WI, which focuses on Green Infrastructure program development, training, and evaluation.  He most recently has been leading the Green Infrastructure training program for the Milwaukee Metropolitan Sewer District (MMSD) in Milwaukee, WI which has been developed to bringun/underemployed Milwaukee residents into the Green Infrastructure field.  Prior to this, Pete developed and managed many of the storm water incentive programs for the District Department of the Environment, including the RiverSmart Homes, Communities, and Schools programs.  He also led the watershed restoration branch which developed comprehensive watershed plans and applied approximately $3 M a year towards stream restoration projects, storm water incentive programs, and education and outreach programs.  He is passionate about helping municipalities maximize the benefits of storm water programs with the dual goal of protecting our shared water bodies and stimulating local economic opportunities.  He has a Master’s degree in Environmental Management from the Yale School of Forestry where he studied ecological restoration.

The agenda is attached.  Lunch will be provided free of charge by Cleveland Metroparks and NEORSD.

Attendees will receive a certificate indicating 6.5 hours of training has been provided.  Attendees are responsible for submitting their own hours for continuing education credits with their various professional organizations.
